Abstract

The objective of the research is to analyse the protection measures that have been provided in the legal context of Ecuador to eradicate the shadow pandemic that has also impacted Ecuador. The methodology used was a documentary-bibliographic study with the review of 12 works from different secondary sources of information. If this issue were of priority interest as stipulated in international and national instruments, it is hard to explain why the state has not yet set up a hotline strictly for victims of gender-based violence, Nor is it conceivable that women do not have shelters or support services to which they can have immediate and permanent access and that the Single Registry of Violence and the ‘National Protocol for investigating femicides and other violent deaths of women and girls’ have not been implemented, which implies making the phenomenon transparent and adopting adequate measures for this public health problem that already has pandemic proportions.
